Update a draft payment batch

Changes a draft batch: only the fields sent are written, and instructions, when sent, replaces the whole set in one step - the new lines take the end_to_end_id positions again. Any other state is refused batch_not_submittable. The response never carries a full beneficiary IBAN.

stale_version: the batch changed since the expected_version you sent. NOTHING WAS CHANGED; details carries the current version and batch. idempotency_key_reuse and idempotency_request_in_progress also answer 409, with no details.

batch_not_submittable: the batch is no longer a draft. validation_failed and invalid_argument as on create.
