Submit a mandate for review
POST/api/v1/mandates/:id/submit_for_review
Transitions a mandate from incomplete to pending_review state. Requires signed document and complete KYC documents (if applicable).

The OAuth access token does not include the scope required for this operation.
No mandate with this ID exists, or it belongs to a tenant the authenticated OAuth application cannot access.
The mandate could not be submitted for review: it is not in the incomplete or rejected state, does not yet have a signed document (via manual upload or a completed e-signature), or is missing a required KYC document.
