Creates a new mandate for the specified company

The mandate was created in the incomplete state; it still needs signer confirmation, a signed document, and (for delegation mandates) KYC documents before it can be submitted for review.
Missing, invalid, or expired OAuth 2.0 bearer token.
The OAuth access token does not include the scope required for this operation.
No company with this ID exists, or it belongs to a tenant the authenticated OAuth application cannot access.
The request body failed validation - for example a missing signer name or role, an unsupported scope, or a scope that overlaps an existing active mandate for the same company. The response body's details key lists the failing fields.
